Texas asks court to stop redistricting plan (AP)
WASHINGTON ? The Supreme Court has been asked to stop a federal court from implementing a state redistricting map in Texas that could increase minority representation in the state Legislature.
The state's attorney general, Greg Abbott, filed the request with the high court on Monday. The court-drawn map was drafted after minority groups challenged the original plan passed by the Republican-dominated state Legislature.
The map drawn by the San Antonio-based federal court could lead to greater minority representation and give Democrats a chance to add as many as a dozen seats in the Legislature. Abbott and other Republican leaders have denied that any of the legislature's redistricting maps would diminish minority voting power.
The court-ordered map will remain in place until the legal fights are resolved.

Anne Hathaway and Adam Shulman: Engaged!
Anne Hathaway is engaged to Adam Shulman, her rep confirms!
On Sunday, the actress was photographed sporting a ring in a Brooklyn, N.Y., park along with Shulman, who she began dating in 2008, shortly after her previous long-term relationship with Raffaello Follieri ended with his federal indictment.
Fortunately, that experience didn't deter her from dating again - and finding the love of her life. Sometimes, things have a way of working out ...
"I am very much in love with him, [only] Adam totally ruined my plan," Hathaway said of her three-year courtship with Shulman. "I was really actually looking forward to a little alone time, and then I fell in love like a fool!"
A gorgeous, talented fool ... and apparently a lucky one at that.
She recently gushed about Shulman at the premiere of One Day.
"I'm a romantic at heart," she said. "And he's the very best!"

Congo: 2 killed in clashes days ahead of poll (AP)
KINSHASA, Congo ? Two people were killed in pre-vote clashes Saturday in Congo's capital and security officials fired into a crowd that included tens of thousands of opposition supporters, prompting officials to ban rallies before a critical poll that observers say could re-ignite violence in the vast central African nation.
Violence erupted Saturday among political supporters who had gathered to greet the top opposition presidential candidate, who had planned to come to the airport in a car convoy. Supporters of the president also gathered there to meet him, though he did not pass through the airport.
At the airport, security forces fired tear gas and live ammunition into the burgeoning crowd.
Scuffles erupted on the road to the airport. Two dead bodies were seen along that road. One of them, a young man, was badly bludgeoned and appeared to have been stoned to death. A second body, also a man, was seen being carried away by Red Cross medics on the same road. It was not immediately clear how he had been killed.
Police also fired tear gas to push the crowd away, but riot police manned the airport hours later to prevent opposition presidential candidate Etienne Tshisekedi and his entourage from leaving the scene.
It was not immediately possible to determine the total number of casualties from Saturday's clashes.
Saturday's violence prompted the governor to call off political rallies ahead of Monday's vote. Governor Andre Kimbuta made the announcement on state television Saturday.
"Because of the escalating violence seen in Kinshasa, all public demonstrations and other political meetings are canceled this Saturday," Kimbuta said. "This is for a better result of the electoral process. The urban authority calls on the population's patriotism."
Human rights groups had expressed fears about an atmosphere of spiraling violence and hate speech ahead of the vote in the large mineral-rich nation. The outcome of the vote is almost certain to keep President Joseph Kabila in power.
Earlier this month in Kinshasa, gunmen fired on Tshisekedi campaigners putting up posters, wounding two. In the southern mining city of Lubumbashi, another 16 were injured in violence pitting Tshisekedi's supporters against a rival opposition party. Young people in the eastern city of Goma took to the streets after popular folk musician Fabrice Mumpfiritsa was kidnapped after he refused to sing songs supporting Kabila. He was found three days later, legs and eyes bound and so badly beaten he had to be hospitalized.
"We all know that the country is not ready to hold this election," said Jacquemain Shabani, the secretary general of Tshisekedi's party, which was the first major opposition party to stand up to former dictator Mobutu Sese Seko in the 1980s. "It's inevitable that it will bring conflict if they go ahead with it."
How the elections unfold will be a likely indicator of whether Congo is consolidating its fledgling democracy or returning to a state of widespread instability after decades of dictatorship and civil war, according to the International Crisis Group.
The violence is just one of the numerous challenges that could derail Monday's vote and re-ignite conflict. Tension is running high, partly because many polling stations have not yet received the necessary voting materials.
On Friday, just days before the poll, at least 33 of the 80 planes carrying voting materials to the provinces were unable to take off because of bad weather.
Election experts say it is unlikely the ballots will be able to reach the remote interior in time in a country with so few paved roads, and where there are some 60,000 polling stations spread out over a territory the size of Western Europe.
"We have been trying to sound the alarm but to no avail," said Jerome Bonso, coordinator of the Coalition for Peaceful and Transparent Elections.
"The end result of a democratic election should be the resolution of conflict. Instead, we're heading into an election which is by its very nature bound to aggravate conflict ..." he said. "And the planes carrying the voting materials have not even taken off yet."
Voters will be choosing between 11 presidential candidates and more than 18,000 candidates for the 500-seat parliament.
In a nation where a third of adults cannot read, voters will be handed a ballot as thick as a book, due to the overwhelming number of parliamentary contenders. Politicians are using campaign rallies to explain to voters where to find their names on the ballot paper.
Jason Stearns, former coordinator of the United Nations Group of Experts on the Congo and the author of a book on the country's political history, said the number of candidates is bound to create confusion inside polling stations because the ballot is confusing even for those who know how to read. It will also create delays in an election that is supposed to take place in a single day, and may result in a large share of people not being able to cast their votes.
"There is an overwhelming number of candidates and voters will have a limited amount of time in voting stations," said Stearns, who pointed out that even the three best-known candidates, including Kabila, are informing voters at rallies of their place on the ballot paper.
"Even among the 11 presidential candidates, every one of their campaign advertisements stress their number on the ballot. Kabila is No. 33. Tshisekedi is No. 11," said Stearns.
It's the country's first election since the landmark 2006 vote which was considered the country's first democratic vote in 40 years, but was marred by weeks of street battles led by supporters of the losing candidate.
Congo's history of back-to-back wars also provides a backdrop. Kabila, a former rebel leader, first took control of the country a decade ago, after the 2001 assassination of his father, Laurent Kabila, who ruled Congo after overthrowing dictator Mobutu Sese Seko in 1997.
He was elected president in 2006, a vote which was overseen and organized by the U.N. The runner-up was former warlord Jean-Pierre Bemba, now on trial at the Hague. He refused to accept defeat, unleashing his private army on the capital, leading to weeks of street battles. There are no warlords in the race for president this time, and none of the candidates have personal militias at their disposal, Stearns said.

No. 17 Michigan beats Ohio State 40-34
ANN ARBOR, Mich. (AP) ? Denard Robinson danced with his feet and dazzled with his arm, giving Michigan an edge at quarterback against Ohio State.
Finally.
Robinson accounted for five touchdowns, helping the 17th-ranked Wolverines beat the Buckeyes 40-34 on Saturday and snap a record seven-game losing streak against their archrival. He ran left, right and center, using his speed to blow past Buckeyes, juke moves to slip tackles and sacks and even showed some power when an extra yard was needed.
The star quarterback had a chance to leave college football's winningest program when the spread coach he came to play for ? Rich Rodriguez ? was fired in January. This victory made it all worthwhile.
"I wouldn't want to be anywhere else except with these guys," Robinson said. "I'm glad I stayed."
And, coach Brady Hoke is happy he was given a chance to come back to Ann Arbor, where he was an assistant.
"I got the best job in the world," Hoke said.
Former Ohio State coach Jim Tressel used to think the same thing, especially when he made the Wolverines a target and beat them regularly when they were led by Lloyd Carr and Rodriguez.
Tressel was forced to resign nearly six months ago in the wake of a cash-for-Buckeyes memorabilia scandal that also led to quarterback Terrelle Pryor bolting for the NFL and several other players serving multiple-game suspensions in what became the program's worst season on the field since 1999.
The Buckeyes are led by interim coach Luke Fickell ? for now ? but Tressel addressed his former players Friday before they boarded busses in Columbus, Ohio.
"To be able to see him again, I think it definitely got us pumped up," Ohio State center Mike Brewster said.
The Buckeyes got off to a great start, scoring first on Braxton Miller's 54-yard pass to Corey Brown and holding Robinson to a three-and-out drive.
Ohio State led twice more in the first half and had a 24-23 advantage at the break. After the Wolverines went ahead 30-24 on Robinson's 20-yard pass to Martavious Odoms to open the second half, Ohio State pulled within three points early in the fourth and again midway through the fourth quarter.
Michigan (10-2, 6-2 Big Ten) was forced to settle for a six-point lead with 1:59 left on Brendan Gibbons' career-long 43-yard field goal after two apparent TDs were negated by a video review and then penalties.
The Buckeyes (6-6, 3-5) had the ball once more at their 20 with 1:59 left.
"I thought we had a chance," Miller said.
They did.
But Miller sailed a pass over Deviser Posey's head on what could've been a 76-yard TD, spiked the ball to stop the clock on third down with 45 seconds left ? because he said the coaches told him to ? then threw a loss-sealing interception to Courtney Avery.
"It's a weird feeling," Pose said. "We're not really used to it."
Michigan isn't used to beating the Buckeyes, igniting one of the most raucous celebrations anyone can remember in Ann Arbor, at least for seven years.
Robinson got the final snap cleanly, took a quick knee and set off a long, loud, maize-and-blue celebration.
Michigan Stadium's field was flooded with fans after the home team ended a drought that lasted more than 2,900 days ? a fact the players were reminded of each day by signs Hoke posted in Schembechler Hall soon after he was hired 10 months ago.
The public-address announcer tried in vain to get the field cleared for the bands, but they stayed in a cluster around the block 'M' at midfield and were sprinkled throughout the rest of the field as they soaked up a long-awaited moment. About 20 minutes later, Michigan's band finally was able to take the field.
"This game is more than a win," defensive end Ryan Van Bergen said. "It's bigger than that. It encompasses way more."
Robinson also showed he can do more than run.
He was 14 of 17 ? completing 11 straight passes during one stretch ? for 167 yards with TD passes to Junior Hemingway, Odoms and Kevin Koger. Robinson ran 26 times for 170 yards and two more scores and lost a fumble.
"I thought he played an aggressive, controlled football game," Hoke said.
Miller was pretty good, too, especially for a freshman.
He was 14 of 25 for 235 yards with TD passes to Brown and Posey and ran 16 times for 100 yards and another score.
The Wolverines also had more success creating holes for their featured running back.
Fitzgerald Toussaint had 120 yards rushing, but didn't score because video review overturned his apparent TD late in the game. He was ruled down before getting in the end zone. Robinson then had a TD run negated by a holding penalty ? and yet another flag after the play pushed Michigan back to the Ohio State 26, forcing Gibbons to make the longest field goal of his career to force the Buckeyes to score a TD to win.
A miss there would have given Ohio State good field position with a great chance to at least tie the game and force overtime.
"There wasn't a doubt in my mind," Hoke insisted.
Ohio State's Dan Herron was held to 37 yards rushing and a TD on 15 carries, but the Wolverines had trouble slowing down Miller just as they had previously with Troy Smith, who started Ohio State's winning streak in 2004, and Pryor who extended it with last year's win.
The Buckeyes have already said they won't pass up the chance to go to a bowl game ? if the NCAA allows them to play in the postseason.
Regardless, Urban Meyer ? who led Florida to two national titles ? is widely expected to take over the program.
Former Ohio State running back and 1995 Heisman Trophy winner Eddie George said the fact that Meyer wasn't in Ann Arbor with his ESPN crew was another obvious sign that he's the next coach of the Buckeyes.
"I think it's pretty much set in stone," George told The Associated Press on Saturday morning at Michigan Stadium, where he was working as an analyst. "There are rumors already about what he's signing for and who's coaching with him. After this game, the chatter is obviously going to get even louder and I think we'll know something definitely by Monday."
Fickell tried his best to avoid questions about his future and pounded a table after one such query.
"Like I said, it's about the Ohio State-Michigan game," Fickell said. "It's been about that since last Sunday. It's going to be about that always."
Hoke knows that as well as anyone.
He set the tone for a new era in the rivalry by pounding his fist on a lectern when asked about the school he grew up rooting against in Dayton, Ohio, back in January and demanding his players respond, "Ohio," when he said "Beat," every time they met since then.
Michigan might even make it into a BCS bowl game for the first time since 2006. Hoke took many of Rodriguez's players and helped them perform much better ? especially on defense ? this season and figured out a way to use Robinson's skills.
Hoke's focus on the rivalry rubbed off on his players, including his star QB.
"You could tell that this game mattered big time to Denard," Van Bergen said.

Zoe was always fascinated by two things. The law and cars. She got her dad to teach her about cars while she was growing up. She got straight A's all through high school and college. Zoe's degree was in criminology. Zoe was a homicide detective. She worked many cases with her partner Jeremy Frost. She ran in street races on the side. Jeremy and Zoe were working a case that Zoe found out involved with a bunch of street racers. Zoe went undercover.
Zoe managed to get close to them and find out that they had kidnapped the little girl and killed her older sister.
She also found out where they'd be the next day. She agreed to meet them. She told Jeremy.
The next day she showed up at the spot. Jeremy was waiting around the corner for her signal that would also bring out the rest of the cops. Zoe was handling it well until a newbie jumped the gun and tried arresting them to soon. Richard, the clear leader, pulled a gun on Zoe. Zoe had worn a tank top and jeans so she couldn't wear her vest. Jeremy covered the short distance and grabbed Zoe around the waist and pulled her to the ground. Richard fired and it nailed Zoe in the left shoulder. His trigger happy partner, Joe, fired and it hit Jeremy in the chest where Zoe wasn't laying. Zoe grabbed Jeremy?s gun and fired two warning shots in the air and the rest of the cops moved in and took them down.
Zoe turned back to Jeremy and put her hands on his chest. She knew he was dying even as she was calling for the EMTs. Zoe made a promise that day. She promised Jeremy that she would take care of his family.
Zoe continues to be a street racer after sending them both to jail and is now partnered with Logan Shapiro.
Zoe was walking through the precinct when she saw them checking in a seventeen year old who was heavily pregnant at the time. Zoe asked what her crime was and when bail was set up Zoe posted it and brought the young woman into her life. Zoe then adopted her children as her own when Charlie had her babies. Zoe realized that Charlie could race. Zoe got Charlie a car and welcomed her into her own street racing group.

Mexico Recaptures Escapees: 6 Inmates Plucked From Sea After Fleeing Island Penal Colony
MEXICO CITY ? Six inmates from the last island penal colony in the Americas were recaptured at sea Thursday after they used buoyant containers and wood planks to try to swim to freedom in an escape reminiscent of the 1973 movie "Papillon."
The Mexican Navy said the inmates used empty plastic gas or water tanks to help stay afloat as they swam about 100 kilometers (60 miles) south of the Islas Marias, a Mexican penal colony where inmates live in small houses and are normally not locked up. Prisoners can tend small gardens and raise food.
The six men were only about 93 kilometers (58 miles) from the Pacific coast resort of Puerto Vallarta when they were spotted by a passing boat early Thursday.
The boat called in a tip to a local naval base, and patrol boats were quickly dispatched to take the men into custody. Photos provided by the Navy showed them men sunburned but alert ? and unhappy ? on the deck of the patrol vessel.
The men were taken back to Puerto Vallarta for a medical check and to be turned back over to prison authorities.
The Islas Marias penal colony lies about 112 kms (70 kms) from the mainland, but the prisoners did not swim to the closest shore, which is due east. Instead they swam about 100 kms (60 miles) south, either because prevailing currents carried them that way, they didn't know where they were going or because they were aiming for Vallarta.
The Pacific ocean forms the main security barrier at the island; while dozens of prisoners are believed to have tried to escape since the penal colony was founded in 1905, local media reports indicate few if any are believed to have made it to the mainland.
The escape bid drew comparisons to the movie "Papillon," in which the main character, played by Dustin Hoffman, uses a buoyancy device to swim away from a penal colony in French Guyana.
Islas Marias is the last island penal colony in the region.
Panama closed Coiba Island, the only other remaining island penal colony in the Americas, in 2004. That same year, Mexico announced it would spend US$2 million to revive the crumbling prison at Islas Marias and increase the inmate population. Normally, about 1,000 to 1,200 inmates are held at the facility.

CAIRO ? Two of three American students arrested during a protest in Cairo have left Egypt, according to an airport official and an attorney for one of the trio.
The three Americans were arrested on the roof of a university building near Cairo's iconic Tahrir Square last Sunday. Officials accused them of throwing firebombs at security forces fighting with protesters.
Luke Gates, 21, left Cairo early Saturday morning on a flight to Frankfurt, Germany, an airport official said in Cairo.
All three were expected to have departed on separate flights by later Saturday morning, the airport official said. He spoke on condition of anonymity because he was not authorized to brief reporters.
An Egyptian court ordered the release of Gates, along with Derrik Sweeney and Gregory Porter, both 19, on Thursday. All were studying at the American University in Cairo.
Attorney Theodore Simon, who represents Porter, a student at Drexel University in Philadelphia, said police escorted the three students to the Cairo airport Friday, and confirmed his client was also en route.
"I am pleased and thankful to report that Gregory Porter is in the air. He has departed Egyptian airspace and is on his way home," Simon said later Friday.
Simon did not give an estimate of when Porter would be arriving in the U.S.
Simon said he and Porter's mother both spoke by phone with the student, who is from the Philadelphia suburb of Glenside.
"He clearly conveyed to me ... that he was OK," Simon told the AP.
Joy Sweeney told the AP her son, a 19-year-old Georgetown University student from Jefferson City, Missouri, would fly from Frankfurt to Washington, then on to St. Louis. She said family will meet him when he arrives late Saturday.
"I am ecstatic," Sweeney said Friday. "I can't wait for him to get home tomorrow night. I can't believe he's actually going to get on a plane. It is so wonderful."
The 21-year-old Gates is a student at Indiana University.
Sweeney said she had talked with her son Friday afternoon and "he seemed jubilant."
"He thought he was going to be able to go back to his dorm room and get his stuff," she said. "We said, `No, no, don't get your stuff, we just want you here.'"
She said American University will ship his belongings home.
Sweeney had earlier said she did not prepare a Thanksgiving celebration this week because the idea seemed "absolutely irrelevant" while her son still was being held.
"I'm getting ready to head out and buy turkey and stuffing and all the good fixings so that we can make a good Thanksgiving dinner," she said Friday.

Mood Disorders May Not Hinder Cancer Diagnosis | Psych Central ...

Psychiatric disorders are believed to be a barrier for appropriate and timely medical care among vulnerable populations.
A new investigation studied if pre-existing depression (with and without anxiety) would influence the time to diagnostically resolve an abnormal mammogram and/or Pap test.
Researchers from Boston University School of Medicine (BUSM) discovered suffering from depression was not associated with a prolonged time to diagnostic resolution in a vulnerable population of urban women.
Cancer outcomes are influenced by the time to treatment after an abnormal cancer screen. Some studies have found that women with psychiatric disorders are less likely to receive cancer screening and may also have delays in diagnostic resolution after an abnormal screening test.
Vulnerable populations of women, as defined by low income or with racial/ethnic minority status, are less likely to receive standard preventive health care, which contributes to worse breast and cervical cancer outcomes.
Depression is prevalent in these populations, and may lead to worse health care outcomes.
In recognition of these variables, researchers conducted a retrospective chart review of electronic medical records to identify women who had a diagnosis of depression or anxiety in the year prior to the abnormal mammogram or Pap test.
They used time-to-event analysis to analyze the outcome of time to resolution after abnormal cancer screening.
Of the women with abnormal mammogram and Pap tests, the researchers found 19 percent and 16 percent, respectively, suffered with depression.
The time to resolution for the abnormal mammograms and for the abnormal Pap tests were similar for depressed and non-depressed women (median time of 27 days for mammograms and 85 days for Pap tests).
As a result, researchers believe documented mood disorders are not an additional barrier to resolution after an abnormal cancer screening test in this vulnerable population of women who already had barriers to receiving health care.
?Although we found delays in diagnostic resolution after abnormal cancer screening, women with a depression diagnosis did not have increased delays compared to those who were not depressed,? explained lead author Andrea Kronman, M.D., M.Sc.
?Pre-screening the electronic medical records of women for mood disorders may not be the most reliable approach to identify a group of patients at higher risk of delayed diagnostic resolution of abnormal cancer screening tests in a vulnerable population,? added Kronman.
These findings currently appear in the Journal of General Internal Medicine.

Fed to test six big U.S. banks for Euro stress (Reuters)
(Reuters) ? The U.S. Federal Reserve plans to stress test six large U.S. banks against a hypothetical market shock, including a deterioration of the European debt crisis, as part of an annual review of bank health.
The Fed said it will publish next year the results of the tests for six banks that have large trading operations: Bank of America, Citigroup, Goldman Sachs, JPMorgan Chase, Morgan Stanley and Wells Fargo.
"They are clearly worried about the issue of Europe," said Nancy Bush, a longtime bank analyst and contributing editor at SNL Financial. "In a time of risk aversion and concern, you need transparency."
The Fed said its global market shock test for those banks will be generally based on price and rate movements that occurred in the second half of 2008, and also on "potential sharp market price movements in European sovereign and financial sectors."
In the Fed's hypothetical stress scenario, unemployment would spike as high as 13 percent while U.S. gross domestic product would fall by as much as 8 percent.
The heightened stress tests are part of a larger supervisory test the Fed will conduct on the capital plans of 31 firms with at least $50 billion in assets.
The tests will apply to 19 banks who have previously been through the process and 12 more financial firms considered less complex. The test each bank faces will be based on its size and complexity.
The banks must submit their capital plans to the Fed by January 9, 2012. The Fed said that it plans to respond to banks by March 15. It was not clear when the results would be published.
The Fed will use the stress tests to determine whether banks are robust enough to raise dividends or repurchase stock, or whether they need to obtain additional capital.
The Fed plans to release more information than it did last year about the tests' results. The regulator said it is doing so to "foster market discipline."
The Fed will disclose the estimate of revenues, losses and capital ratios of the 19 biggest banks if they were to suffer a market shock.
This type of disclosure could give investors and markets more certainty about the strength of U.S. banks at a time when there are deep concerns about their European counterparts.
"Eventually, this will be viewed as a positive, and a lot of people will focus on this as a way to verify the viability of these companies," said Matt McCormick, portfolio manager at Bahl & Gaynor investment counsel in Cincinnati.
CONTAGION FEARS
Fitch Ratings earlier this month expressed concern that U.S. banks could take a hit from the debt crisis in Europe.
Analysts at the credit rater said their concerns are based, in part, on U.S. banks having increased trading operations in Europe in the past several years.
"Our concern is with counterparty risk, the impact of Europe on global economic growth and how that weighs on the economic recovery in the U.S.," said analyst Joseph Scott in the November 16 note.
Fears over U.S. firms' European exposure grew after brokerage MF Global filed for bankruptcy on October 31. MF Global collapsed after disclosures about its massive bets on European debt spooked investors and counterparties.
U.S. bank stocks in general have taken a beating over the last year with investors concerned about the sluggish economy, European debt, and the impact of more intense regulation.
The KBW Bank Index of stocks has fallen more than 30 percent this year.
DIVIDENDS
Banks have been eager to boost dividends and buy back stock, but the Fed has indicated it will take a tough stance, particularly if a bank is not far along in meeting new international Basel capital standards.
In a November 9 speech, Fed Governor Daniel Tarullo said the central bank would be "comfortable with proposed capital distributions" only when it is "convinced" a bank is on a path to easily meet the new standards.
"I don't think anyone could say that this is anything but an extremely stringent stress test," said Karen Petrou, managing partner of Federal Financial Analytics. "It will really put the burden on the affected bank holding companies to prove they can make a capital distribution, not on the Fed to block it."
The Fed is putting in place a broad stress testing regime in the wake of the 2007-2009 financial crisis when taxpayers were forced to extend a $700 billion bailout to the financial system.
This will be the second round of Fed tests of banks' capital plans.
Earlier this year, the Fed rejected Bank of America's plan to boost its dividend in the second half of 2011, while allowing other big banks to move ahead with dividend hikes.
Under the 2010 Dodd-Frank financial oversight law, the Fed is required to conduct stress tests on banks with more than $50 billion in assets.
The latest capital tests are separate from this requirement but the Fed said on Tuesday it would try to harmonize the different testing regimes facing banks.
The expansion of the capital tests beyond the 19 who have been scrutinized in the past will likely not be welcomed by those being added to the list.
"It's another layer of Fed oversight on their capital, and they've fought tooth and nail not to be included in this," said Paul Miller, analyst at FBR Capital Markets. "So I don't think any of those banks are particularly happy right now."

SKorea flaunts firepower year after NKorean attack (AP)
YEONPYEONG ISLAND, South Korea ? South Korean attack helicopters screamed through the skies above the Koreas' disputed Yellow Sea waters Wednesday in a display of power exactly a year after North Korea launched a deadly artillery attack on a front-line island.
Residents of Yeonpyeong Island laid flowers at statues to commemorate the four South Koreans killed in the barrage and sent aloft a balloon carrying a banner with their portraits. On the mainland, Prime Minister Kim Hwang-sik joined families of the victims at the National Cemetery south of the capital for a solemn tribute on a cold, windy day.
Kim Yong-sub, a former marine who was stationed on Yeonpyeong during the attack, laid a flower at the cemetery in his friends' honor.
"I still think a lot about that day," he said.
Wednesday's drills involving aircraft, rocket launchers and artillery guns took place off Baengnyeong Island, another front-line territory near the disputed maritime border, and were meant to send a strong message to North Korean rivals stationed within sight just miles (kilometers) away.
The exercises represent far greater firepower than the South Korean military mounted last year in response to the artillery shells showered on military garrisons and fishing villages on nearby Yeonpyeong, Joint Chiefs of Staff spokesman Lee Bung-woo said.
"South Korea's government will never compromise, and will take firm measures when it comes to the safety and security of our people and the country," Prime Minister Kim said.
South Korea's delayed response to the shelling at the time ? the first on a civilian area since the three-year Korean War ended with a truce in 1953 ? drew heavy criticism and concern that Seoul was unprepared for a North Korean provocation. The defense minister resigned, and successor Kim Kwan-jin has pledged a fierce air strike if the North stages another attack.
Two construction workers and two marines were killed, dozens of homes decimated and scores evacuated to the mainland. Most islanders have returned but remain traumatized by the attack, which turned the tiny island's downtown into an inferno.
"I often become tense when something goes 'boom,'" said Yoo Dae-geun, 33, who runs a restaurant on the island. "Whenever there are military drills, we all cannot work and must take refuge in bomb shelters. So, we cannot have normal daily lives."
Pyongyang blamed Seoul for provoking the attack, saying it struck after warning the South not to carry out live-fire drills in waters both Koreas claim as their territory.
"The pursuit of continued military confrontation and war will eventually bring about the fate of devastation," North Korea's main Rodong Sinmun newspaper said Wednesday, again accusing South Korea of provoking the attack. North Korea's official government website called the plan to conduct drills "reckless."
North Korea disputes the maritime border drawn by the U.N. at the close of the war, and three deadly naval gunfights have taken place in the Yellow Sea waters since 1999. South Korea also holds North Korea responsible for the sinking of one of its warships in March last year; 46 sailors were killed. Pyongyang denies involvement.
In the past year, South Korea has spent millions of dollars to beef up its arsenal in the Yellow Sea, installing additional radars, setting up a separate defense command and deploying precision-guided rockets designed to take out North Korea's hidden coastal artillery.
However, there have been recent signs that animosities between the rival Koreas are easing, with diplomats seeking to resume North Korean nuclear disarmament talks.
South Korean President Lee Myung-bak told officers that he was sorry North Korea has not yet apologized for the shelling, according to the presidential Blue House. Lee paid a visit Wednesday to a military command that handles the defense of the Yellow Sea area.
He said he expects Pyongyang to apologize if North Korea wants to improve the relations between the two Koreas.

Small plane crashes into mountain east of Phoenix
APACHE JUNCTION, Ariz. (AP) ? A small twin-engine plane crashed into the Superstition Mountains east of Phoenix on Wednesday night and there was no apparent sign of survivors, authorities said.
Rescue crews flown in by helicopter to reach the crash site in rugged terrain reported finding two debris field on fire, suggesting that the plane broke apart on impact, the Pinal County sheriff's office said.
Federal Aviation Administration spokesman Allen Kenitzer says the Rockwell AC69 had just departed from Mesa's Falcon Field when it crashed about 40 miles east of downtown Phoenix. Authorities started getting calls reporting an explosion near the peak of a mountain at about 6:30 p.m.
It was unclear how many passengers were aboard the plane, which was registered to Ponderosa Aviation Inc. in Safford, Ariz. A man who answered the phone Wednesday night at Ponderosa Aviation declined to comment on the crash and refused to identify himself.
Calls to Falcon Field, which mostly serves small, private planes, weren't immediately returned.
Kenitzer said the FAA and National Transportation Safety Board would be investigating the cause of the crash.
Rescue crews who arrived by helicopter reported finding 24-inch tires at the crash site, which would indicate a small twin-engine plane.
Pinal County sheriff's spokeswoman Angelique Graham said people who heard an explosion near the Flat Iron area close to Lost Dutchman State Park.
"People said it sounded like fireworks going off," Graham said.
Some witnesses told Phoenix-area television stations they heard a plane trying to rev its engines to climb higher before apparently hitting the mountains. The elevation is about 5,000 feet at the Superstition Mountains' highest point.
Video showed several fires burning on the mountainside, where heavy brush is common.
The region near Lost Dutchman State Park and the Superstition Wilderness is filled with steep canyons, soaring rocky outcroppings and cactus. Treasure hunters who frequent the area have been looking for the legendary Lost Dutchman mine for more than a century.

Larry Page-Run Google Shutters 7 More Projects (NewsFactor)
Google is continuing its streamlining efforts, shuttering projects that haven't panned out the way the search-engine giant hoped and folding others into other products as special features. Google's goal is to drive a simpler user experience.
In the latest round of closures, Google is getting rid of seven projects, some better known than others. Urs H?lzle, senior vice president of operations and Google Fellow, laid out the plans for each property, including Google Bookmarks Lists; Google Friend Connect; Google Gears; Google Search Timeline; Google Wave; Knol; and Renewable Energy Cheaper than Coal.
"It's good for Google to shutter projects and products that have very limited or no adoption. It helps with focus," said Greg Sterling, principal analyst at Sterling Market Intelligence. "My question, however, is what will happen to Google's vaunted 20 percent time initiative out of which many of these projects came."
Will 20 Percent Live?
A "20 percent project" is a Google philosophy that allows employees to spend one day a week working on something not in the regular job description. News reports have suggested that Google's 20 percent project will continue.
Google's jobs page for engineers notes, "We offer our engineers "20-percent time" so that they're free to work on what they're really passionate about. Google Suggest, AdSense for Content, and Orkut are among the many products of this perk."
But there have been a lot of changes at Google since co-founder Larry Page took over the CEO reins from Eric Schmidt. By his own words, Page has focused much of his energy on increasing Google's velocity and execution since he took over in April. That has meant investing in acquisitions, including $12.5 billion for Motorola, as well as dropping more than 25 projects.
Page killed Google Buzz, for example, but then again it was the project that got the search-engine giant in hot water with the Federal Trade Commission, and Google+ quickly took its place and became more popular than Buzz ever was.
Wave Goodbye
In the latest round of cuts, Google loses Bookmarks Lists, an experimental feature for sharing bookmarks and collaborating with friends. Google will also shed Friend Connect, which allows webmasters to add social features to their sites by embedding a few snippets of code.
Google Gears is going away in March. Gears is a browser extension for creating offline Web applications and stopped supporting new browsers. And Google is moving the Search Timeline graph of historical results for a query.
As of Jan. 31, Wave will become read-only; users will not be able to create new ones. On April 30 Google will turn it off completely. Knol, a project Google launched in 2007 to help improve Web content by enabling experts to collaborate on in-depth articles, is moving.
"In order to continue this work, we've been working with Solvitor and Crowd Favorite to create Annotum, an open-source scholarly authoring and publishing platform based on WordPress," H?lzle said. "Knol will work as usual until April 30, 2012, and you can download your Knols to a file and/or migrate them to WordPress.com."

NYC police say arrest "lone wolf" in bomb plot (Reuters)
NEW YORK (Reuters) ? New York police arrested a 27-year-old man they called a "lone wolf" militant on charges of plotting to build bombs to kill American soldiers returning from Iraq and Afghanistan.
Jose Pimentel, who police say was a follower of late Muslim cleric Anwar al-Awlaki, was arraigned Sunday night in state court on terrorism-related charges.
A U.S. citizen born in the Dominican Republic, Pimentel was arrested Saturday in a Manhattan apartment while assembling a bomb, police said.
"We had to act quickly because he was in fact putting this bomb together," said Police Commissioner Ray Kelly.
Pimentel admitted he "took active steps to build the bomb, including shaving the match heads and drilling holes in the pipes" and was "one hour away from completing it," said the criminal complaint filed by the Manhattan District Attorney.
Authorities called him a "lone wolf" who had converted to Islam and became a radical.
Pimentel, who has not been charged in federal court, faces life in prison if convicted.
He was under surveillance since May 2009 and considered New York police cars, a New Jersey police station and U.S. post office among his potential targets, officials said.
As a reader of the online magazine "Inspire" published by al Qaeda in the Arabian Peninsula, Pimentel took instructions from an article "How to Build a Bomb in the Kitchen of Your Mom," Kelly said.
"We think an event that really set him off was the elimination of Anwar al-Awlaki," Kelly said. "His actions became a lot more intense after September 30."
A U.S. drone strike killed Awlaki, a U.S. citizen, in Yemen in late September, ending a two-year hunt. U.S. intelligence called him the "chief of external operations" for al Qaeda's Yemen branch and a Internet-savvy propagandist.
Kelly said Pimentel "talked about changing his name to Osama Hussein to celebrate his heroes Osama bin Laden and Saddam Hussein."
He also talked about killing U.S. military personnel returning from Iraq and Afghanistan, the complaint said.
It said a police informant recorded meetings with Pimentel over several months and accompanied him as he bought materials for the bomb, including a drill and a clock.
Since the September 11 attacks by al Qaeda in 2001, New York City has considered itself a prime target and has developed extensive intelligence and counterterrorism divisions that employ 1,000 officers within the police department.
No suspects have yet been convicted under New York state anti-terrorism laws passed after the attacks 10 years ago.
Mayor Michael Bloomberg called the Pimentel case the 14th plot against the city since 2001. Most of these have been deemed "aspirational." But some, such as the failed May 2010 attempt to set off a bomb in Times Square, were closer to being carried out.
Counterterrorism officials in the United States and Europe say "lone wolf" militants are of particular concern because they can become radicalized via the Internet and prepare for an attack without leaving traces that might draw attention.

India eye Windies whitewash before Australia tour (Reuters)
MUMBAI (Reuters) ? India are eyeing a 3-0 whitewash against West Indies to boost their confidence before travelling to Australia next month, senior batsman Vangipurappu Laxman said on Monday.
India responded in style after their 4-0 drubbing in the test series in England by notching up comprehensive wins against West Indies in Delhi and Kolkata to take an unassailable 2-0 lead in the three-match series.
"We would definitely like to win the series 3-0 and that will be our target," the stylish right-handed batsman told reporters on Monday in the absence of India captain Mahendra Singh Dhoni, who skipped practice as he was unwell.
The third test starts at the Wankhede Stadium in Mumbai on Tuesday but Dhoni is expected to be fit.
"I think Australia is going to be an important series. We are all very happy with the way we have played in both the test matches (against West Indies)," said Laxman.
"If you see in the Delhi test match we were in some tough situations, especially at the end of the second day.
"But the way we bounced back and won that test match showed the potential of the team. It is good if we go to Australia with a positive mindset and at the same time have a lot of confidence from this series, it will really help."
India will play four tests, two Twenty20 internationals and a one-day international tri-series in Australia, also featuring Sri Lanka. The first test starts on Dec. 26.

Iran: President's press adviser sentenced (AP)
TEHRAN, Iran ? Iran's news agency says the president's press adviser has been sentenced to a year in prison. The charge: "publishing materials contrary to Islamic norms."
Ali Akbar Javanfekr is just the latest of dozens of President Mahmoud Ahmadinejad's political backers to be targeted by hard-line opponents. This appears to be part of an internal power struggle over influencing upcoming elections for parliament and for president in 2013.
Javanfekr wrote in an official publication that the practice of women wearing a head-to-toe black covering known as a chador was not originally an Iranian practice but was imported. This was considered offensive by hard-line Iranian clerics.
Javanfekr was also banned from journalism activities for three years. He has 20 days to appeal the sentence.

PITTSBURGH (AP) ? Sid the Kid is back.
Pittsburgh Penguins superstar Sidney Crosby will make his season debut on Monday against the New York Islanders, his first game in nearly a year since being sidelined with concussion-like symptoms.
Crosby hasn't played since taking head shots in consecutive games in January against Washington and Tampa Bay.
The 2007 NHL MVP spent the last 10 months undergoing a painstakingly thorough rehabilitation that left him wondering when ? or even if ? he'd play again and forced the league to take a harsher stance when it comes to policing head hits.
His return ends weeks of speculation that appeared to put the ever-polite Crosby on edge but hardly bothered his teammates. The 24-year-old declined repeated interview requests in recent weeks as the speculation about a possible return date reached a fever pitch.
The announcement made an immediate splash. Versus quickly said it would televise the Islanders-Penguins game instead of its previously scheduled broadcast of Boston's trip to Montreal.
Crosby missed the remainder of the 2010-11 season after taking a hit from Tampa Bay's Victor Hedman on Jan. 5. The expected brief absence turned into an extended one that rendered him a spectator for Pittsburgh's loss to the Lightning in the opening round of the playoffs.
He vowed to be ready for training camp but spent much of the summer in seclusion in his native Canada, his silence fueling speculation his career may be in jeopardy.
Crosby came forward in September and ? flanked by the two doctors who have overseen his recovery ? said it was "likely" he would be back this season.
He began training camp wearing a white helmet to signify he wasn't to be hit, working feverishly for a month before switching to a black helmet after being cleared for contact on Oct. 13.
Coach Dan Bylsma preached caution, though his teammates did their best to accommodate their captain, jostling with him in practice when given the opportunity.
Crosby has traveled with the team throughout the season. He's missed one skate since camp began in September, skipping a practice in Los Angeles on Nov. 5 so he could travel back east to visit with his medical advisers.
His teammates stressed there was no need for Crosby to rush, and the Penguins have been one of the league's top teams through the season's first six weeks behind the crisp goaltending of Marc-Andre Fleury and a dynamic offense led by Evgeni Malkin and James Neal.
Despite a miserable road trip to Florida ended with losses to Tampa Bay and the Panthers, Pittsburgh enters Monday with an 11-6-3 record and is tied for the Atlantic Division lead with 25 points.
Crosby was cleared on Sunday after meeting with his medical team, and Bylsma could feel Crosby's excitement when he was finally given the OK.
"He's excited and anxious," Bylsma said.
So are the Penguins, who have been good without Crosby. His job is to make them great.
Bylsma said Sunday he will pair Crosby with Pascal Dupuis and Chris Kunitz. How many shifts Crosby will see is unclear, though Byslma said it's highly unlikely he'd throw Crosby out there for 20-plus minutes.
Not that it matters. Not this week anyway. His return will start with a three-game homestand that will generate the kind of buzz normally reserved for late spring.
"We know what he means to this team, this city," defenseman Kris Letang said. "He's a special player."
One that spent months dealing with "fogginess" that at times made it difficult for him to drive or watch television. He also endured painful migraines and likened the recovery process to a roller coaster.
The ride appears to be finally pulling into the station, sending Crosby out into the great unknown.
For all the steps he's taken during his recovery, the real test will come when he gets hit for the first time at full speed. Though the nature of the game may be changing thanks in part to Crosby's ordeal.
New discipline czar Brendan Shanahan, only three years removed from his playing days, has been suspending players for taking unnecessary head shots at opponents. It's a movement Crosby embraces.
"A guy's got to be responsible with his stick, why shouldn't he be responsible with the rest of his body when he's going to hit someone?" Crosby said. "Whether it's accidental or not accidental, you've got to be responsible out there."
He hasn't backed down during practice, often being one of the last to leave the ice before heading to the dressing room.
The Penguins have raved about Crosby's intensity during even the more informal skates. While he's looked perfectly fine to the naked eye, Crosby wouldn't allow himself to come back until he was at full strength.
"Maybe I can get by with 90 percent, maybe I couldn't but I'm not going to roll the dice with that," Crosby said in September.
When he finally glides onto the ice in his No. 87 jersey, Crosby will put to rest speculation his career was over. His teammates, who did their best to give Crosby distance over the summer, never doubted he would return.
"I figured he was getting enough of it from everywhere else," teammate Jordan Staal said. "All that matters to us really is that he's healthy. All that stuff you thought you heard, I didn't pay any attention to it."
How quickly it takes Crosby to get back to his pre-injury level is uncertain.
He was playing arguably the best hockey of his brilliant career before getting hurt, leading the league in goals and points as the Penguins steamrolled through the first three months of the season.
The team soldiered to a fourth-place finish in the Eastern Conference despite missing Crosby, Malkin and Staal. The magic disappeared in the playoffs as the Penguins lost in seven games.
Crosby's comeback pushes a team considered a Stanley Cup contender into a Stanley Cup favorite. But after months and months of rumors and worry, Crosby's return is cause enough for celebration.
"We know how badly he wants to play," teammate Matt Cooke said. "We want it too, because it means that he's healthy, and that's all you ever really want for him."
